				<content:encoded><![CDATA[	<p>Thursday&#8217;s vote by the European Parliament to take the Peruvian guerrilla group known as the Tupac Amaru (aka MRTA) off its terrorist list has Peru in an uproar. For good reason: The MRTA is notorious for kidnapping, torturing and murdering civilians to advance its political agenda. More recently, Peruvian officials have linked it to Hugo Chávez&#8217;s &#8220;Bolivarian Movement,&#8221; which seeks to destabilize democracies in Latin America, and to the Colombian rebel group FARC.</p>
	<p>The Europeans&#8217; decision is maddening. But it is also instructive, in that it shows how terrorists can advance their cause with the help of nongovernmental organizations. Under such headings as &#8220;human-rights&#8221; advocacy, NGOs that share the ideology of the far left toil away daily in Peru, trying to legitimize their buddies who, behind the scenes, continue their &#8220;armed struggle.&#8221; The kicker is that these NGOs are often funded by foreign governments and philanthropists.

Fidel was touring the U.S. to win support for his revolution; but Raul, according to the book After Fidel by former CIA analyst Brian Latell, insisted they ditch the gringos and accelerate plans to make Cuba a communist island. The argument got so loud and heated in their suite that aides in adjoining rooms couldn&#8217;t sleep. The next morning, however, the brothers emerged as chummy as ever — and went on, of course, to communize Cuba.

				<content:encoded><![CDATA[	<p>Brazil’s Minister of Defence Nelson Jobim announced visits to neighboring countries to promote the Brazilian initiative for a South American Defence Council. Addressing the Defence and Foreign Affairs committees of the Brazilian Congress Mr. Jobim said next Monday he would be traveling to Venezuela, Surinam and Guyana the first leg of the regional tour.</p>
	<p>Later on Minister Jobim is planning to meet with officials from Colombia, Peru and Ecuador and sometime in the second half of the year he would be traveling to meet with the governments of Argentina, Uruguay, Paraguay, Chile and Bolivia.</p>
	<p>Brazil, South America’s largest country has borders with all the continent’s countries with the exception of Chile and Ecuador.
